American Presence is the Cause of Instability in Pakistan and the Region

On Friday 17 th February 2017, Chief of the Army Staff, COAS, General Qamar Javed Bajwa held a telephonic conversation with US General John Nicholson, Commander of Resolute Support Mission (RSM) in Afghanistan, conveying his concerns over continued acts of “terrorism” in Pakistan from Afghanistan, the Inter-Services Public Relations (ISPR) said in a statement. “Most of the incidents in Pakistan are claimed by terrorist organizations with leadership hiding in Afghanistan,” General Bajwa told US General John Nicholson. “The COAS said that such terrorist activities and inaction against them are testing our current policy of cross-border restraint,” the ISPR said in a statement.

Comment:

Pakistan has been rocked by eight attacks in just five day across the country in which more than 100 people were killed and hundreds were injured. The sudden escalation of attacks caught the nation by surprise, even though the political and military leadership employed the National Action Plan, after the brutal attack on the Peshawar Army Public school on 16 December 2014, employed military operations in tribal areas, undertook combing operations in urban and rural areas and arrested hundreds of people. They have been claiming that they have broken the back of “terrorist” groups and they are on the run. However, eight attacks in five days from Karachi to Lahore and Quetta to Peshawar on civilians and security forces has raised a big question mark over their claim. To brush asides fingers pointing towards them, they launched raids, just after alleged suicide attack on a shrine in Sehwan, Sindh, in which 88 people killed. The rulers claimed that they have killed 100 “terrorists” belonged to various banned militant and sectarian outfits.

Some people in the media raised a question that how is it possible that the regime came to know about so many “terrorists” in just one day, after the Sehwan attack? And if the rulers knew of them for some time, then why did the regime wait for some brutal tragedy to take place in order to neutralize them. Also the regime openly and strongly blamed the Afghan government for not taking action against groups who are using Afghan soil and launching attacks inside Pakistan. They closed the Torkham border, between Pakistan and Afghanistan, amongst other crossing points. The Afghan Embassy officials were summoned to the Pakistan Army’s General Headquarters (GHQ) in Rawalpindi, where they were handed over a list of 76 terrorists orchestrating “terrorist” activities in Pakistan from the Afghan soil. And hours after this demand, Pakistan security forces pounded the camps of alleged “terrorist” groups across the border in Afghanistan in the night of 17 February.

It is not surprising that before these attacks regime was facing an upheaval task to revive military courts, but after these attacks call for reviving them has gained momentum and now it seems possible which was seemed all most impossible just few days back. Also in this atmosphere of fear and hysteria, no-one dares to cross-question the regime as to whether those being killed as “terrorists” were actually “terrorist.” It’s as if the regime has granted itself a license to kill with full impunity.

We have seen this atmosphere of free reign in the past as well after the Peshawar Army Public School massacre. The regime promised to eradicate “terrorism” and “extremism” but instead we saw the killing of those sincere Mujaheedeens who fight against US forces in Afghanistan and Indian forces in occupied Kashmir, as well as the arrest of politicians and political workers who demand the implementation of Islam and establishment of the Khilafah. The shabab of Hizb ut-Tahrir in Pakistan have been abducted, jailed and tortured severely in the past two years in which the Nation Action Plan was in full swing. So the current atmosphere of intimidation, extension of military courts and making laws more harsh against Islam will only be used to suppress the voices of Islam in Pakistan, which is the demand of the US in order to consolidate the US presence in the region. And the rulers are blindly following Washington’s dictates, instead of uprooting the actual cause of instability in Pakistan and this region, the US presence.

As the Muslims of Pakistan will never abandon Islam and accept the hegemony of America, so attacks against them will continue to take place, planned by the US agencies and their Raymond Davis Network, so the rulers use the pretext of so-called “terrorism” to suppress the call of Islam in Pakistan. The only solution is the eradication of the US presence, which these agent rulers will never dare to do. Such bold measures will only be undertaken by the Khilafah (Caliphate) on the Method of Prophethood.

بروز جمعہ17فروری 2017 کو چیف آف آرمی سٹاف، جنرل قمر جاوید باجوہ نے افغانستان میں امریکی کمانڈر جنرل جان نکولسن سے ٹیلی فون پر بات چیت کی اور افغانستان سے مسلسل پاکستان میں کی جانے والی “دہشت گردی” پر اپنے تحفظات کا اظہار کیا،یہ بیان آئی۔ ایس۔ پی۔آر نے جاری کیا۔ جنرل باجوہ نے امریکی جنرل جان نکولسن کو بتایا کہ، “پاکستان میں ہونے والے زیادہ تر سانحات کی ذمہ داری ان تنظیموں کی جانب سے قبول کی جاتی ہے جن کی قیادت افغانستان میں چھپی ہوئی ہے۔ آئی۔ ایس۔پی۔آر نے مزید بتایا کہ،”چیف آف آرمی سٹاف نے کہا کہ اس قسم کی دہشت گردی کی سرگرمیوں اور ان کے خلاف کوئی اقدام نہ کرنے کے ذریعے سرحد پار تحمل کی ہماری پالیسی کا امتحان لیا جارہا ہے”۔

پورے ملک میں محض پانچ دنوں میں ہونے والے آٹھ حملوں نے پاکستان کو ہلا کر رکھ دیا جس میں 100 سے زائد افراد جاں بحق اور سیکڑوں زخمی ہوگئے۔ حملوں میں اس اچانک زبردست اضافے نے پوری قوم کو حیران کردیا کیونکہ سیاسی و فوجی قیادت نے 16 دسمبر 2014 کو پشاور آرمی پبلک اسکول پر ہونے والے وحشیانہ حملے کے بعد نیشنل ایکشن پلان کے نام پر قبائلی علاقوں میں فوجی آپریشنز، شہری و دیہاتی علاقوں میں کومبنگ آپریشنز اور سکیڑوں لوگوں کو گرفتار کیا تھا اور یہ دعویٰ کیا تھا کہ انہوں نے “دہشت گرد” گروپوں کی کمر توڑ دی ہے اور اب وہ بھاگ رہے ہیں۔ لیکن کراچی سے لاہور اور کوئٹہ سے پشاور تک پانچ دنوں میں شہریوں اور سیکیورٹی فورسز پر ہونے والے آٹھ حملوں نے ان کے اس دعوے پر بہت بڑا سوالیہ نشان لگادیا۔ اپنی جانب اٹھنے والے سوالات کا رخ موڑنے کے لیے ، انہوں نے سہون شریف، سندھ میں ہونے والے مبینہ خودکش دھماکے کے فوراً بعد، جس میں 88 افراد جاں بحق ہوئے ،ملک بھر میں چھاپے مارنے شروع کردیے اور یہ دعویٰ کیا کہ ایک رات میں مختلف فرقہ پرست اور کلعدم تنظیموں سے تعلق رکھنے والے 100 دہشت گردمار دیے ہیں۔

میڈیا میں موجود کچھ لوگوں نے یہ سوال اٹھایا کہ یہ کیسے ممکن ہے کہ سہون حملے کے بعد محض ایک ہی دن میں حکومت کو اتنے سارے “دہشت گردوں” کے متعلق آگاہی حاصل ہوجائے؟ اور اگر حکمران ان کے متعلق پہلے سے جانتے تھے تو پھر انہوں نے ان کو ختم کرنے کے لیے ایک عظیم سانحے کا انتظار کیوں کیا؟ اس کے علاوہ حکومت نے کھل کر اور پوری طاقت سے یہ الزام لگایا کہ افغان حکومت ان گروپوں کے خلاف کوئی قدم نہیں اٹھا رہی جو افغان سرزمین کو پاکستان پر حملے کرنے کے لیے استعمال کررہے ہیں۔ انہوں نے پاکستان اور افغانستان پر واقع طورخم پوسٹ سمیت مختلف گزرگاہوں کو بند کردیا۔ افغان سفارت خانے کے اہلکاروں کو راولپنڈی میں واقع آرمی کے جنرل ہیڈکواٹر بلوایا گیا جہاں انہیں ان دہشت گردوں کی فہرست فراہم کی گئی جو افغان سرزمین سے پاکستان کے خلاف “دہشت گردی” کررہے ہیں۔ اس مطالبے کے چند ہی گھنٹوں بعد 17 فروری کی رات افغان سرحد کے پار مبینہ “دہشت گرد” گروپوں کے اڈوں پر پاکستان کی سیکیورٹی فورسز نے بمباری کی۔

یہ کوئی حیران کن امر نہیں کہ ان حملوں سے قبل حکومت کے لیے فوجی عدالتوں کی بحالی تقریباً ناممکن ہدف بن گیا تھا لیکن ان حملوں کے بعد فوجی عدالتوں کی بحالی کی مہم نے زور پکڑ لیا اور اب وہ کام جو چند دن قبل تک ناممکن نظر آرہا تھا ممکن نظر آنے لگا ہے۔ اس کے علاوہ خوف و دہشت کے اس ماحول میں کوئی حکومت سے یہ سوال نہیں کرسکتا کہ جن مبینہ “دہشت گردوں” کو مارا گیا ہے کیا وہ واقعی “دہشت گرد” ہی تھے۔ ایسا نظر آتا ہے کہ حکومت نے خود کو مکمل آزادی کے ساتھ قتل عام کا پروانہ جاری کردیا ہے۔

ماضی میں بھی ہم اس قسم کا ماحول دیکھ چکے ہیں جب پشاور آرمی پبلک اسکول میں قتل عام ہوا تھا۔ حکومت نے “دہشت گردی” اور “انتہا پسندی” کو ختم کرنے کا وعدہ کیا لیکن اس کے پردے میں ان مخلص مجاہدین کو نشانہ بنایا جو افغانستان میں صلیبی امریکی افواج اور مقبوضہ کشمیر میں قابض بھارتی افواج سے لڑتے ہیں یا ان سیاست دانوں اور سیاسی کارکنان کو نشانہ بنایا جو ملک میں اسلام کے نفاذ اور خلافت کے قیام کا مطالبہ کرتے ہیں۔ پچھلے دو سالوں کے دوران پاکستان میں حزب التحریر کے شباب کو اغوا، قید اور بدترین تشدد کا نشانہ بنایا گیا اور یہ سب کچھ اس وقت ہوا جب نیشنل ایکشن پلان پورے زور و شور سے جاری تھا۔ لہٰذا موجودہ خوف کا ماحول، فوجی عدالتوں کی بحالی اور اسلام کے خلاف قوانین کو مزید سخت بنانے کے عمل کو پاکستان میں اسلام کی آوازوں کو کچلنے کے لیے ہی استعمال کیا جائے گا جو کہ امریکہ کا مطالبہ ہے تا کہ خطے میں اس کی موجودگی کو مستحکم کیا جاسکے۔ اور حکمران واشنگٹن کے احکامات کی اندھی تقلید کررہے ہیں بجائے اس کے کہ پاکستان اور خطے میں عدم استحکام کی وجہ امریکی موجودگی کو ختم کریں۔

چونکہ پاکستان کے مسلمان کبھی بھی نہ تو اسلام سے دستبردار ہوں گے اور نہ امریکی بالادستی کو قبول کریں گے لہٰذا ان کے خلاف حملے ہوتے رہیں گے ، جن کی منصوبہ بندی امریکی ایجنسیاں اور ریمنڈ ڈیوس نیٹ ورک کرتے ہیں تا کہ حکمران نام نہاد “دہشت گردی” کو جواز بنا کر پاکستان میں اسلام کی پکار کو کچلیں۔ موجودہ تکلیف دہ صورتحال سے نکلنے کا واحد رستہ امریکی موجودگی کا خاتمہ ہے لیکن موجودہ حکمران یہ کرنے کی ہمت کبھی نہیں کریں گے۔ ایسا بہادرانہ عمل صرف نبوت کے طریقے پر قائم خلافت ہی کرے گی۔
