End American Raj, Establish Khilafah

Raheel-Nawaz Regime Strives to Subjugate Pakistan Before Nuclear Armed India and America

Hizb ut-Tahrir Wilayah Pakistan calls upon the people of power, in particular those charged with the nuclear weapons program, regarding the 8^th round of the Pakistan-U.S. Security, Strategic Stability, and Nonproliferation (SSS&NP) Working Group talks which concluded in Islamabad on 18 May. Hizb ut-Tahrir calls for the abandoning of such dialogues with the US and ending the flawed policy of relying on a hostile, belligerent leading state to fulfill our defense needs. Pakistan’s nuclear program celebrates our ability to defend ourselves using our own strength and must not be compromised by opening it to further scrutiny by Washington. Just like the US is linking the delivery of F-16s with the requirement to take more action against the Haqqani network, which has been a thorn in the side of America’s occupying forces in Afghanistan, Washington is demanding that Pakistan curtail its nuclear weapons program, which is a major factor in preventing the regional dominance of America’s regional favourite, India. Pakistan’s nuclear program is self developed and not reliant on US support, so Pakistan must continue its development without US support to fulfill the Ummah’s interests.

Through SSS&NP working group the US seeks to undermine Pakistan’s nuclear policy in line with its own strategic interests in the region. Delegations from US and Pakistan meet annually and through this strategic dialogue US seeks to reduce and ultimately end the danger posed by Pakistan’s nuclear weapons to American and Indian regional interests. The US is working hard to convince the armed forces in general, and its Strategic Plans Division (SPD) in particular, to leave its India-centric approach. This is despite India’s massive military buildup on Pakistani borders and India being armed to the teeth by the US and other western powers, so as to undercut Pakistani hard-earned nuclear deterrence and its formidable defense capabilities. Whilst overseeing the strengthening of India, the US is advising Pakistan to observe restraint in response to highly provocative posturing by its hostile eastern neighbor, India. Pakistan strove hard to acquire nuclear deterrence to safeguard it from its all-weather enemy India, as well as threats emanating from other belligerent states, such as the US. However, the US is fully committed to safeguarding Indian security from Pakistan’s challenge and such dialogue provides it the means to sabotage Pakistan’s nuclear capabilities. This sabotage is part of the US plan to create a regional bloc under Indian supremacy, so as to stand against both China and the return of the Khilafah (Caliphate) on the Method of the Prophethood to the region.

How can the Raheel-Nawaz regime engage in a dialogue over such sensitive affairs with the Ummah’s foremost enemy, the US, who is also fueling Indian military buildup in the region? How can the regime proceed whilst the US adopts a clearly dismissive attitude towards Pakistani concerns about India? Does the regime believe that the US would care in the least if Indian troops would one day move into Islamabad or dismember Pakistan again, this time through its Cold Start military doctrine? Have decades of Indian hostility, bolstered by Western support, not been enough to show that alliance with America is a destructive folly? Consider also that the US seeks to weaken Pakistani conventional forces by engaging them on the Western front in the FATA tribal regions and now elsewhere in the country, including Punjab and Karachi. Such depletion of forces compromises our ability to confront America’s pillar in the region, India, which is conducting military exercises on our borders and amassing high tech defense equipment with a clear Pakistan-centric focus. Through dialogue, US is attempting to subvert Pakistan’s nuclear posture, which is currently threatening India and deters it from launching conventional war with Pakistan in the future and is currently striving to ensure that Pakistan reverses the developments of the highly capable Shaheen 3 long range missiles, which Pakistan has tested this year.

As if this were all not enough, the Raheel-Nawaz regime is exposing Pakistan to further humiliation by begging the US to support its bid for membership in the Nuclear Suppliers’ Group (NSG). The NSG is a high profile nuclear technology cartel whose membership provides states with technology transfer privileges within the sensitive nuclear arena. Here the so-called ally, the US, is openly supporting India’s membership in that group while denying that for Pakistan! If we join NSG then such dependency on the US will bring the program directly under US supervision which it is not at the moment.

Only the Khilafah (Caliphate) on the Method of the Prophethood will ensure the buildup of indigenous civil and military nuclear projects, research and development, rather than resorting to begging the global nuclear mafia for membership that obviously comes at the price of compromising national security. Moreover, whilst working seriously to unify the current Muslim states as a single powerful state, that will work to raise the Word of Allah (swt) as the highest, the Khilafah will adopt a war footing with belligerent states, such as those of the Hindu mushrikeen and the Western crusaders, to protect the Ummah from further harm at their hands.

مَا يَوَدُّ الَّذِينَ كَفَرُوا مِنْ أَهْلِ الْكِتَابِ وَلاَ الْمُشْرِكِينَ أَنْ يُنَزَّلَ عَلَيْكُمْ مِنْ خَيْرٍ مِنْ رَبِّكُمْ وَاللَّهُ يَخْتَصُّ بِرَحْمَتِهِ مَنْ يَشَاءُ وَاللَّهُ ذُو الْفَضْلِ الْعَظِيمِ

امریکی راج ختم کرو، خلافت قائم کرو

راحیل-نواز حکومت پاکستان کو ایٹمی اسلحہ سے لیس بھارت و امریکہ کے سامنے کمزور کر رہی ہے

حزب التحریر ولایہ پاکستان اہل قوت، خصوصاً ان لوگوں سے جو ایٹمی ہتھیاروں کے پروگرام سے منسلک ہیں، سے اسلام آباد میں 18 مئی 2016 کو ہونے والے آٹھویں پاک-امریکہ سیکیورٹی، اسٹریٹیجک استحکام، ایٹمی عدم پھیلاؤ ورکنگ گروپ کے اجلاس کے حوالے سے بات کرنا چاہتی ہے۔ حزب التحریر امریکہ کے ساتھ ایسے تمام مذاکرات اور اپنے دفاعی ضروریات کو پورا کرنے کے لئے جارح دشمن پر انحصار کرنے کی ناکارہ پالیسی کے خاتمے کا مطالبہ کرتی ہے۔ پاکستان کا ایٹمی پروگرام اس بات کا مظہر ہے کہ ہم اپنی دفاعی ضروریات کو خود اپنی صلاحیتوں کی مدد سے پورا کر سکتے ہیں اور اس صلاحیت کو کسی صورت امریکہ کے ساتھ سیکیورٹی کے امور پر بات چیت کر کے کمزور نہیں کرنا چاہیے۔ جس طرح امریکہ ایف-16 طیاروں کی فراہمی کو حقانی نیٹ ورک کے خلاف مزید کاروائیوں سے منسلک کر رہا ہے، جو امریکہ کی افغانستان میں قابض افواج کے خلاف شدید حملے کر رہے ہیں، اسی طرح واشنگٹن پاکستان سے ایٹمی ہتھیاروں کے پروگرام کو محدود کرنے کا مطالبہ کر رہا ہے جو کہ خطے میں امریکہ کے لاڈلے بھارت کو بالادستی حاصل کرنے سے روکنے میں سب سے بڑی رُکاوٹ ہے۔ پاکستان کا ایٹمی پروگرام ہمارا اپنا پروگرام ہے اور یہ امریکہ کی مدد کا محتاج نہیں ہے، لہٰذا اس خصوصیت کو برقرار رکھتے ہوئے پاکستان کو اپنے ایٹمی پروگرام میں بہتری اور اضافے کے سلسلے کو جاری رکھنا چاہیے تاکہ امت کے مفادات کے تحفظ کو یقینی بنایا جا سکے۔

سیکیورٹی، اسٹریٹیجک استحکام، ایٹمی عدم پھیلاؤ ورکنگ گروپ کے ذریعے امریکہ پاکستان کی ایٹمی پالیسی کو خطے میں خود اس کے اپنے اسٹریٹیجک مفادات کے مطابق ڈھالنے کی کوشش کر رہا ہے۔ پاکستان اور امریکہ کے وفود ہر سال ملاقات کرتے ہیں اور ان اسٹریٹیجک مذاکرات کے ذریعے امریکہ خطے میں بھارت اور امریکہ کے مفادات کو پاکستان کے ایٹمی ہتھیاروں سے لاحق خطرے کو محدود اور آخر کار ختم کر دینا چاہتا ہے۔ امریکہ پاکستان کی افواج اور خصوصاًاس کے اسٹریٹیجک پلانز ڈویژن (SPD) کو اس بات پر قائل کرنے کی بھر پور کوشش کر رہا ہے کہ وہ اپنی سوچ کو بھارت کے گرد مرکوز رکھنے کی پالیسی سے آزاد کریں۔ اور یہ سب کچھ اس وقت ہو رہا ہے جب بھارت پاکستان کی سرحدوں پر اپنی فوجی قوت میں زبردست اضافہ کر رہا ہے اور بھارت کو امریکہ اور دوسری مغربی طاقتیں بھر پور طریقے سے مسلح کر رہی ہیں، تاکہ انتہائی مشکل سے حاصل کی گئی ایٹمی صلاحیت اور پاکستان کے ناقابل تسخیر دفاعی صلاحیت کو محدود کیا جائے۔ ایک طرف امریکہ بھارت کو مضبوط کر رہا ہے اور دوسری جانب پاکستان کو مشورہ دے رہا ہے کہ بھارت کے جارحانہ اقدامات پر تحمل اور صبر کا مظاہرہ کرے۔ پاکستان نے بڑی مشکل سے ایٹمی صلاحیت حاصل کی ہے تاکہ اس کے ازلی دشمن بھارت اور اور امریکہ جیسی دوسری جارح ریاستوں کی خلاف اپنے تحفظ کو یقینی بنا سکے۔ لیکن امریکہ بھارت کی سیکیورٹی کو پاکستان سے درپیش چیلنج سے نجات دلانے کی بھر پور کوشش کر رہا ہے اور اس قسم کے مذاکرات امریکہ کو پاکستان کی ایٹمی صلاحیتوں کو نقصان پہنچانے کا موقع فراہم کرتے ہیں۔ پاکستان کی ایٹمی صلاحیت کو نقصان پہنچانا امریکہ کے اس منصوبے کا حصہ ہے جس کے تحت امریکہ بھارت کی قیادت میں ایک علاقائی بلاک بنانے کی کوشش کر رہا ہے تاکہ اسے خطے میں چین اور نبوت کے طریقے پر آنے والی خلافت کے خلاف کھڑا کیا جاسکے۔

راحیل-نواز حکومت کس طرح ایسے حساس موضوع پر امت کے سب سے بڑے دشمن، امریکہ کے ساتھ مذاکرات کا حصہ بن سکتی ہے، وہ امریکہ جو خطے میں بھارت کی فوجی طاقت کو بڑھا رہا ہے؟ حکومت کیسے ان مذاکرات کو جاری رکھ سکتی ہے جبکہ امریکہ بھارت سے متعلق پاکستان کے خدشات کو کوئی پروا نہیں کرتا؟ کیا حکومت کو یہ یقین ہے کہ اگر ایک دن بھارتی افواج اپنے کولڈ سٹارت منصوبے کے تحت اسلام آباد میں داخل ہوں گئی اور پاکستان کو ایک بار پھر توڑ ڈالا تو امریکہ کو پاکستان کی کو ئی پروا ہو گی؟ کیا کئی دہائیوں کی بھارتی دشمنی، جسے مغرب کی حمایت حاصل رہی ہے، اس بات پر یقین کرنے کے لئے کافی نہیں امریکہ سے اتحاد تباہ کن بے وقوفی ہے؟ یہ بات بھی سامنے رہے کہ امریکہ پاکستان کی روایتی افواج کو بھی مغرب میں فاٹا کے قبائلی علاقوں اور ملک کے دیگر حصوں، پنجاب اور کراچی میں مصروف رکھ کر کمزور کر رہا ہے۔ افواج کا اپنے ہی ملک میں مختلف علاقوں میں پھیل جانا بھارت سے نمٹنے کی ہماری صلاحیت کو متاثر کر رہا ہے جو ہماری سرحدوں پر فوجی مشقیں اور جدید ترین فوجی ساز و سامان کو اکٹھا کر رہا ہے اور ان سب اقدامات کا مقصد پاکستان کو کمزور کرنا ہے۔ مذاکرات کے ذریعے امریکہ پاکستان کی ایٹمی صلاحیت کو محدود کرنے کی کوشش کر رہا ہے جو اس وقت بھارت کے لئے ایک زبردست خطرہ ہے اور پاکستان کے خلاف بھارت کو روایتی جنگ شروع کرنے سے بھی باز رکھنے کا باعث ہے۔ امریکہ اس وقت اس بات کی بھر پور کوشش کر رہا ہے کہ پاکستان طویل فاصلے تک مار کرنے والے شاہین-3 کی صلاحیتوں کو محدود کر دے جس کا تجربہ اسی سال کیا گیا ہے۔

اور جیسے یہ سب کچھ کافی نہیں تھا کہ راحیل-نواز حکومت نیوکلیئر سپلائر گروپ میں شمولیت کے لئے امریکی حمایت کی بھیک مانگ کر پاکستان کی مزید تذلیل کا باعث بن رہی ہے۔ نیوکلیئر سپلائر گروپ اعلیٰ نیوکلیئر ٹیکنالوجی کے حامل ممالک کا کارٹیل ہے جس کی رکنیت حاصل کر کے حساس نیوکلیئر ٹیکنالوجی کا حصول ممکن ہوسکتا ہے۔ اس وقت پاکستان کا نام نہاد اتحادی، امریکہ، اس گروپ میں بھارت کی شمولیت کی کھل کر حمایت کر رہا ہے جبکہ پاکستان کو اس میں شامل ہونے سے روک رہا ہے۔ اگر ہم نیوکلیئر سپلائر گروپ میں شامل ہو جاتے ہیں تو ہمارا ایٹمی پروگرام، جو اب تک امریکہ پر انحصار کیے بغیر ہی آزادانہ زبردست طریقے سے چل رہا ہے، امریکہ کے زیر اثر آ جائے گا۔

صرف نبوت کے طریقے پر خلافت ہی اس بات کو یقینی بنائے گی کہ ہم آزادانہ مقامی فوجی و غیر فوجی نیوکلیئر تحقیق اور ترقی کے منصوبے تعمیر کریں بجائے اس کے کہ عالمی نیوکلیئر مافیا سے رکنیت کے لئے بھیک مانگیں جس کی قیمت ظاہر ہے ملکی سلامتی پر اپنے موقف سے پیچھے ہٹنا ہے۔ اس کے علاوہ، موجودہ مسلم ممالک کو یکجا کر کے ایک طاقتور ریاست بنانے کے لئے سنجیدگی سے کام کیا جائے جس کا مقصداللہ کے کلمے کو بلند کرنا ہوگا، اور وہ ریاست خلافت جارح دشمنوں، جیسا کہ ہندو مشرکین اور مغربی صلیبیوں سے حالت جنگ کی بنیاد پر نبٹے گی اور امت کو ان کے ہاتھوں مزید نقصان اٹھانے سے بچائے گی۔
