Policy regarding crippling rises in prices

Hizb ut Tahrir Wilayah Pakistan has issued the following Publicized Policy Position (PPP), over the the great increases in prices, particularly over the last decade, from the time of the Musharraf-Aziz regime until the Kayani-Zardari regime, that have broken the backs of the people.

A. PREAMBLE: The huge and constant rise in prices is due to currencies that reduce their values constantly, as they are not based on gold and silver

Like other currencies, the Dollar, the Pound and the Franc, originally, the Rupee was backed by real tangible wealth in the form of a precious metal. In the case of the Dollar, it was gold, in the case of the Rupee it was silver. This system stabilized the value of the monetary unit both internally within the country and externally in international trade. The evidence for this was that the standard prices of gold in 1910 were almost the same level they were in 1890. Today, there is sufficient gold and silver in the world to support the actual economy, transactions such as buying and selling food, clothing, shelter, luxuries, manufacturing machinery and technology and so on. However, due to capitalist practices, the demand for the creation of money outstripped the supply of gold and silver. The states abandoned the precious metal standard, so that currency became backed only by the authority over the state, allowing more and more notes to be printed, without being backed fully by gold and silver, such that each new note has less value than previously. However, money is used to buy commodities and services, so the money became worth less, if not almost worthless. More of it was needed to buy, so the price of all commodities and services began to rise. Continuous rises in price is now so much part of the system that inflation is a widespread measure of how fast they are rising. Thus, the rupee that was once worth over eleven grams of silver before the British occupation, after over two hundred years of the capitalist system is now worth around one nine hundreth’s (1/900th) of a gram of silver. Before America’s war on Muslims, on 14 June 1994, 30.97 Rupees were needed to buy a single US Dollar, then during the Musharraf-Aziz regime on Friday 15 August 2008 it rose to 76.9 Rupees , with inflation in Pakistan at its highest ever in 30 years. And now in January 2013, under the Kayani-Zardari regime over 98 Rupees are required to buy a single US dollar.  With each passing year, the Rupee is worth less and can buy less with huge increases in prices, such that buying meat is beyond the reach of most, fruit is a luxury and vegetables are becoming a great burden. The Rupee is worth today less than a Paisa was a few decades ago. Despite the false reassuring claims of the government to the contrary, the Rupee is collapsing constantly, which is leading to huge increases in prices. Yet, the government continues to print more and more money unheeding of the dire consequences, busily digging a grave for the lifeblood of the economy, its currency.

B. POLITICAL CONSIDERATIONS: Addressing factors leading to the demand for the creation of money, beyond the gold and silver supply

B1 Inflation is a direct consequence of interest-based loaning. Capitalism mandates interest rate manipulations to control the economy. The privately-owned banks use depositors’ money and deposit it with Pakistan’s state bank in special accounts to earn higher rates of interest. Historically, between 1992 and 2013, the average interest rate has been 12.75%. As the State Bank does not have surplus money to pay back the interest to the private banks, it “creates money” by printing more, in order to pay interest to the depositing banks. The private banks then receive money in the form of interest from the State Bank and use it to pay their depositors at a slightly lower rate of interest and pocket the difference as profits. So instead of reducing inflation, interest itself is a cause for it as it forces the creation of more money, of less worth. Were banks not privately owned, their would be no need for them to regard loans as a “business” and seek “profit” on loans through interest. Thus, in capitalist banking, whilst a thin slice of society benefits immensely, most of it is reels under the shocks of “bunya” interest based-loans, reduced spending, loss of value of the Rupee, price hikes, closure of businesses and unemployment, all in a continuing spiral of economic destruction.

B2 The capitalist balance of trade policy through devaluation of the Rupee also leads to inflation. Being a net importer country with a weak manufacturing base, Pakistan’s capitalist government oversees the devaluation of the Rupee, in accordance to IMF orders. This was claimed to be primarily done to address Pakistan’s balance of trade. This is where the state actively discourages the import of goods and encourages the export of domestic goods. However, by devaluing the Rupee, the Pakistani government increased the costs of manufacturing inputs, which caused havoc in the agricultural, textile and other sectors that were already reeling from the policy of high interest rates. Hence, the high cost of borrowing, together with the increase in manufacturing costs, rendered many industries and companies unable to compete internationally. Incapable to find buyers for their expensive products, key exports declined and Pakistan’s balance of payments deteriorated. This was further compounded by the continued import of basic food stuffs. Despite being the fourth largest agricultural economy in the world, Pakistan is a net importer of foodstuffs. This means Pakistan must pay more for its food imports (after devaluation), thus causing domestic food inflation to greatly rise. In recent years, food inflation has been made worse by the declining value of the Dollar and the Pakistani Rupee’s peg to the dollar.  To conceal the failure of its devaluation policies, the Pakistani government has relied more and more on expatriate remittance and the export of domestic staple foods to boost Pakistan’s balance of payments. The latter is particularly cruel for the Pakistani population, as in a desperate bid to earn foreign exchange and improve the balance of payments, the Pakistani government exports much needed staple foods, such as rice and wheat, which leads to shortages at home. Moreover, the hard earned foreign exchange is not re-invested back into the domestic economy, but is repatriated in the form of debt service payments to strengthen foreign economies. Thus, the Pakistani government is forced to borrow from international institutions to redress a shortfall in balance of payments compounding its problems. These new loans come upon interest, such that Pakistan, like most “developing” countries have paid back the principles several times over and are actually never allowed to “develop,” because these loans come with conditions to strangle the economy, ranging from interest-rates, devaluation of currency, as well as a whole host of fetters on agricultural and industrial growth.

B3 Return to the gold and silver standard for Muslims is eminently practical. The lands of the Muslims in which the Khilafah state is likely to arise contains a lot of gold and silver resources, such as the Sandaik and Reko Diq fields in Pakistan. The Ummah possesses great resources that are direly needed by other countries, such as oil, gas, coal, minerals and agricultural commodities, which can be used to exchange for more gold and silver. The banks in Muslim Lands have international currency as Forex holdings, such as the Dollar, the Euro and the Sterling which can be used for exchange as well. The Muslim Lands are self-sufficient in basic commodities, so the real economy is stable and resistant to manipulations and speculation, once the parasite economy is abolished.

C LEGAL INJUCTIONS: Pertaining to restoration of the gold and silver standard

C1 Islam has mandated that the currency of the state is backed by precious metal wealth, ending the root cause of inflation. RasulAllah صلى الله عليه و سلم commanded the Muslims to mint Gold Dinars, weighing 4.25g, and Silver Dirhams, weighing 2.975g, as the currency of the state. This is why the Khilafah enjoyed stable prices for over a thousand years. Today the Khilafah will employ exchange of commodities, such as copper, and foreign exchange for gold and silver and will be mindful of net outgoing of gold and silver during international trade, though the Muslim World is self-sufficient in most matters. Moreover, re-establishing gold and silver in international trade will end the unfair disadvantage that America has by imposing the dollar on international trade. As Hizb ut Tahrir has adopted in its Introduction to the Constitution, Article 166, “The State issues its own independent currency, and it is not permitted for it to be linked to any foreign currency.” In Article 167 it has adopted, “The currency of the State is to be restricted to gold and silver, whether minted or not. No other form of currency for the State is permitted. The State can issue something as a substitute for gold or silver provided that the Bayt al-Mal has the equivalent amount of gold and silver to cover the issued coinage.” In Article 168, it has adopted, It is permissible to have exchange between the State currency and the currency of other states like the exchange between the State’s own coinages.”

C2. The State Bank in the Khilafah will be a financial institution to support the growth of the real economy, including agricultural and industrial development. It is not a parasite that bleeds wealth from the economy through Riba, as the current private banks have become, creating the need for constantly expanding monetary supply, loss in value in the currency and the resultant increase in the prices. Its sole focus will be to develop a vibrant and powerful economy, by using loans to stimulate the local agricultural and industrial sectors. As Hizb ut Tahrir has adopted in its Introduction to the Constitution, Article 169, “It is completely prohibited to open banks, and the only one permitted will be the State bank, and there are no transactions upon interest. This will be dealt with by a particular department of the Bayt al-Mal. ”

C3 Rather than destroying the economy and then going cap in hand for more loans, the Khilafah having established Pakistan on a firm footing, will raise a global cry for the end of the injustice of Western colonialist interest based-loaning with condition. It is this unjust system which prevents countries from standing on their own feet, with suffocating conditions, even though they have bled the principle loan several times over from their economies, in the form of interest. As Hizb ut Tahrir has adopted in its Introduction to the Constitution, Article 165, “It is confirmed by the senses and by information whose authenticity is trusted that the use of foreign funds for development in the country is the method to extend the influence of the disbelievers over them, and extending their influence in the land is haram.“

D POLICY: Propelling the Khilafah as the economic model for the world

D1 Strengthening and stabilizing the currency by backing it with real wealth, gold and silver, to end the generalized inflation, which has crippled households, industry and agriculture, once and for all.

D2. Ending the “business” of private interest-based banking and re-introducing interest-free state banking so as to fuel a vibrant economy, steered by creative and supportive financing of the agricultural and industrial sectors.

D3 Working for the eradication of the colonialist loans and conditions globally, that have reduced the world’s most resourceful nations to the state of beggars.

کمر توڑ مہنگائی کے خاتمے کی پالیسی
ربیع الاول 1434ہجری،بمطابق فروری 2013

حزب التحریرولایہ پاکستان نے کمر توڑ مہنگائی کے خاتمے کے لیے ایک پالیسی دستاویز “Publicized Policy Position”جاری کی ہے۔ اس دستاویز میں پچھلی ایک دہائی میں مشرف اور شوکت عزیز حکومت اور کیانی ،زرداری حکومت کے دوران مسلسل بڑھتی قیمتوں ،جس نے عوام کی کمر توڑ کر رکھ دی ہے ،کو قابو کرنے کے حوالے سے مختلف حل تجویز کیے گئے ہیں۔

ا)مقدمہ:قیمتوں میں مسلسل اور انتہائی بڑے اضافے کی وجہ کاغذی کرنسی ہے جس کی قیمت کم ہوتی رہتی ہے کیونکہ اس کی بنیاد سونے اور چاندی پر نہیں ہوتی

۔دوسری کرنسیوں کی طرح،جیسے ڈالر،پاؤنڈاور فرانک،روپیہ کی بنیاد بھی اصل دولت یعنی قیمتی دھات پر ہوتی تھی۔ڈالر کی بنیاد سونے پر جبکہ روپے کی بنیاد چاندی پر ہوتی تھی۔اس نظام نے کرنسی کی قدر و قیمت کو اندرون ملک اور بیرون ملک بین الاقوامی تجارت میں استحکام فراہم کر رکھا تھا۔اس کا ثبوت یہ ہے کہ سونے کی جو قیمت 1890ء میں تھی وہی قیمت کم و بیش 1910ء میں بھی تھی۔آج دنیا میں اس قدر سونا اور چاندی موجود ہے جو دنیا کی اصل معیشت یعنی کاروباری معاملات جیسے خوراک،کپڑے،رہائش،اشیاء�أ تعیش،صنعتی مشینری ،ٹیکنالوجی اور دیگر اشیأ کی خریدوفروخت کے لیے درکارہے۔لیکن سرمایہ دارانہ نظام نے کرنسی کی پیداوار کی طلب میں اس قدر اضافہ کردیا جس کو سونے اور چاندی کے ذخائر پورا نہیں کرسکتے تھے۔ ریاستوں نے قیمتی دھات کے پیمانے کو چھوڑ دیا لہٰذا کرنسی نوٹ کی بنیاد قیمتی دھات سے ہٹ کر جاری کرنے والی ریاست کی طاقت ہوگئی جس کے نتیجے میں ریاستوں کے پاس زیادہ سے زیادہ کرنسی نوٹ چھاپنے کا اختیار آگیا۔اب کرنسی کی مضبوطی کو برقرار رکھنے کے لیے ان کی بنیاد سونا یا چاندی نہیں رہے جس کے نتیجے میں ہر نیا چھپنے والا نوٹ پہلے نوٹ کے مقابلے میں کم قدرو قیمت رکھتا ہے۔چونکہ کرنسی نوٹ اشیأ اور خدمات کے تبادلے میں استعمال ہوتے ہیں اس لیے کرنسی کی قدرو قیمت کا مکمل خاتمہ تو نہیں ہوتا لیکن اس میں مسلسل کمی ہوتی رہتی ہے۔ چونکہ خریداری کے لیے کرنسی کی ضرورت ہوتی ہے اس لیے اشیأ اور خدمات کی قیمتوں میں اضافہ ہونا شروع ہوجاتا ہے۔ لہٰذا روپیہ جو برطانوی قبضے سے قبل 11گرام چاندی کے برابر قیمت رکھتا تھا اب دو سو سالہ سرمایہ دارانہ نظام سے گزرنے کے بعد ایک گرام چاندی کے نو سو وے(1/900th)حصے کے برابر قیمت رکھتا ہے۔ 14جون 1994کوایک ڈالر خریدنے کے لیے 30.97روپے درکار تھے۔پھر مشرف اور شوکت عزیز کی حکومت میں جمعہ 15اگست 2008کو ایک ڈالر کی قیمت بڑھ کر76.9روپے ہوگئی جب پاکستان میں افراط زر تیس سالہ تاریخ میں اپنی بلند ترین سطح پر تھا۔اور اب جنوری 2013میں کیانی،زرداری حکومت میں ایک ڈالر کی قیمت 98روپے سے بڑھ چکی ہے۔ہر گزرتے سال کے ساتھ روپے کی قدر میں کمی کے ساتھ اس کی قوت خریدبھی کم ہوتی جارہی ہے جبکہ قیمتیں اس قدربڑھتی جارہی ہیں کہ اکثر لوگوں کے لیے گوشت خریدنا ناممکن،پھل خریدنا عیاشی اور سبزیوں کی خریداری ایک بوجھ بن گئی ہے ۔آج روپے کی قیمت کچھ دہائیوں قبل پیسے کی قیمت سے بھی کم ہوگئی ہے ۔حکمرانوں کے دعوں کے برعکس روپیہ کسی بھی وقت ردی کے کاغذ میں تبدیل ہوسکتا ہے جس کے نتیجے میں قیمتوں میں انتہائی زبردست اضافہ ہو جائے گا۔لیکن اس کے باوجود حکومت مسلسل نوٹ چھاپ رہی ہے جس کے بہت ہی خطرناک نتائج نکل سکتے ہیں اور یوں حکومت کرنسی کی قبر کھود رہی ہے جو معیشت کے لیے خون کی حیثیت رکھتی ہے۔

ب)سیاسی قدرو اہمیت:وہ وجوہات جن کی بنا پر سونے اور چاندی کے محفوظ ذخائر سے زائد کرنسی چھاپنے کی ضرورت پڑتی ہے
ب1۔مہنگائی یا افراط زر سود پر مبنی بینکاری کا براہ راست نتیجہ ہے۔ سرمایہ دارانہ نظام شرح سود کے تعین کی اجازت دیتا ہے۔نجی بینک ذیادہ شرح سود حاصل کرنے کی خاطر اپنے کھاتیداروں کی رقم کو سٹیٹ بینک کے مخصوص اکاؤنٹ میں جمع کراتے ہیں جیسے 1992 سے 2013 تک اوسطاََ شرح سود 12.75فیصدسود رہی۔ چونکہ سٹیٹ بینک کے پاس نجی بینکوں کو اس سود کی ادائیگی کے لیے زائد رقم موجود نہیں ہوتی تو وہ مزید نوٹ چھاپتا ہے تا کہ سود کی رقم ادا کرسکے۔ پھر نجی بینک اس حاصل ہونے والے سود کو اپنے کھاتیداروں کو نسبتاََ کم شرح سود پر سود ادا کرتے ہیں اور باقی رقم منافع کے طور پر رکھ لیتے ہیں۔لہذا سود مہنگائی کو ختم کرنے کی بجائے بذات خود مہنگائی کو بڑھانے کی وجہ بنتا ہے کیونکہ یہ مزید نوٹ چھاپنے پر مجبور کرتا ہے جس کے نتیجے میں روپے کی قدر مزید کم ہوجاتی ہے۔اگر بینک نجی ملکیت میں نہ ہوتے تو انھیں ’’قرضے‘‘ کو ایک ’’کاروبار‘‘ سمجھنے کی ضرورت نہیں ہوتی اور وہ ان قرضوں پر منافع سود کی شکل میں حاصل نہ کرتے۔لہذا سرمایہ دارانہ بینکنگ نظام میں معاشرے کا ایک بہت ہی قلیل طبقہ ان سودی قرضوں سے فائدہ اٹھاتا ہے جس کے نتیجے میں لوگ خرچ کرنے کی جگہ سودی منافع کے حصول کے لیے جمع کرنا شروع کردیتے ہیں،روپیہ اپنی قدر کھو دیتا ہے،قیمتیں بڑھ جاتی ہیں ،کاروبار بند ہونا شروع ہو جاتے ہیں اور بے روزگاری بڑھنی شروع ہوجاتی ہے اور یہ سب کچھ معیشت کو تباہی کے گرداب میں پھنسا دیتا ہے۔
ب2۔سرمایہ دارانہ نظام میں برآمدات اور درآمدات میں توازن پیدا کرنے کے لیے روپے کی قدر کم کی جاتی ہے جس کے نتیجے میں افراط زر پیدا ہوتا ہے۔چونکہ ہمارا صنعتی شعبہ کمزور ہے اور ہماری درآمدات، برآمدات کے مقابلے میں ہمیشہ زائد ہوتی ہیں۔لہذا پاکستان کی سرمایہ دارانہ حکومت آئی۔ایم۔ایف(I.M.F)کے حکم پر روپے کی قدر کو کم کردیتی ہے۔ روپے کی قدر میں کمی کرنے کا مقصد پاکستان کے تجارتی توازن کو بہتر کرنا بتایا جا تا ہے۔ ریاست تجارتی توازن حاصل کرنے کے لیے درآمدات کی حوصلہ شکنی کرتی ہے جبکہ اندرون ملک تیار ہونے والی اشیاء کو زیادہ سے زیادہ برآمدکرنے کی حوصلہ افزائی کرتی ہے۔لیکن روپے کی قدر میں کمی کی وجہ سے پاکستان کی حکومت پیداواری لاگت میں اضافہ کردیتی ہے جس کے نتیجے میں زراعت،ٹیکسٹائل اور معیشت کے دوسرے شعبوں میں ایک افراتفری مچ جاتی ہے کیونکہ وہ پہلے ہی بلند شرح سود کی وجہ سے مشکلات کا شکار ہوتے ہیں۔لہذا مہنگے قرضے اور پیداواری لاگت میں اضافہ بہت سی کمپنیوں اور صنعتوں کو اس قابل ہی نہیں چھوڑتا کہ وہ بین الاقوامی مارکیٹ میں مقابلہ کرسکیں۔ جب پاکستانی مصنوعات مہنگی ہونے کی وجہ سے کوئی خریدار نہیں ڈھونڈپاتیں تو پاکستان کی اہم برآمدی اشیأ کی برآمد میں کمی آجاتی ہے اور پاکستان کی ادائیگیوں کا توازن خراب ہوجاتا ہے۔یہ معاملہ مزید گھمبیر ہوجاتا ہے جب درآمدات کا سلسلہ ویسے ہی جاری و ساری رہتا ہے۔ دنیا کی چوتھی بڑی زرعی معیشت ہونے کے باوجود پاکستان اشیائے خوردو نوش درآمد کرنے والا ملک ہے۔اس کا مطلب یہ ہے کہ پاکستان اشیائے خوردونوش کی درآمد پر ، روپے کی قدر میں کمی وجہ سے، زیادہ خرچ کرتا ہے، نتیجتاً اندرون ملک کھانے پینے کی اشیأ مزید مہنگی ہوجاتی ہیں۔ حالیہ سالوں میں ڈالر کی گرتی ہوئی قیمت اور پاکستانی روپے کا اس سے منسلک ہونے کی وجہ سے اشیائے خوردونوش کی مہنگائی میں شدید اضافہ ہوا ہے۔ نوٹ چھاپنے کی ناکام پالیسی کو چھپانے اور ادائیگیوں کے توازن کو برقرار رکھنے کے لیے حکومت پاکستان کا تارکین وطن کی بھیجی ہوئی رقوم اور اشیائے خوردونوش جیسے چاول،گندم کی برآمدات پر انحصار بڑھتا جارہا ہے جس کے نتیجے میں ان اشیأ کی اندرونِ ملک قلت ہو جاتی ہے اور ان کی قیمت بڑھ جاتی ہے۔المیہ یہ ہے کہ اتنی محنت سے کمایا ہوا زرمبادلہ، ملکی معیشت میں نہیں ڈالا جاتا بلکہ قرضوں کی ادائیگی کے لیے واپس بیرون ملک بھیج دیا جاتا ہے جس سے غیر ملکی معیشتیں مضبوط ہوتی ہیں ۔لہذا حکومت پاکستان ادائیگیوں میں آنے والے فرق کو پورا کرنے کے لئے بین الاقوامی اداروں سے مزید قرضہ لینے پر مجبور ہو جاتی ہے جس سے اس کے مسائل میں مزید اضافہ ہوجاتا ہے۔یہ نئے قرضے سود پر حاصل کیے جاتے ہیں اور دیگر ’’ترقی پزیر‘‘ ممالک کی طرح پاکستان اصل قرضے کی رقم بھی کئی بار ادا کردینے کے باوجود قرضے سے نجات حاصل نہیں کرپاتا کیونکہ یہ قرضے ایسی شرائط کے ساتھ آتے ہیں جن سے معیشت مزید کمزور ہوتی ہے،شرح سود بڑھتی ہے،کرنسی کی قیمت کم ہوتی ہے اور زرعی اور صنعتی شعبے کی پیداوار زوال پزیر ہوجاتی ہے۔
ب 3۔ مسلمانوں کے لیے سونے اور چاندی کے پیمانے کی جانب دوبارہ لوٹنا عملی طور پر ممکن ہے۔ جن مسلم علاقوں میں خلافت کے دوبارہ قیام کے امکانات ہیں وہ سونے اور چاندی کے وسائل سے بھر پور ہیں جیسے پاکستان میں سینڈک اورریکوڈیک کے میدان۔امت کے پاس ایسے وسائل ہیں جن کی دوسرے ممالک کو شدید ضرورت ہوتی ہے جیسے تیل،گیس،کوئلہ،معدنیات اور زرعی اجناس جن کے بدلے سونا اور چاندی حاصل کئے جاسکتے ہیں۔ مسلم علاقوں میں موجود بینکوں میں غیر ملکی اثاثے جیسے ڈالر، یورو اور پاونڈسٹرلنگ موجود ہیں اور انھیں بھی تبادلے کے لیے استعمال کیا جاسکتا ہے۔مسلم علاقے بنیادی ضروریات کے حوالے سے خود کفیل ہیں لہذا حقیقی معیشت مستحکم ہو گی اور غیر حقیقی معیشت(سٹاک مارکیٹ،ڈیری ویٹوز وغیرہ) کے خاتمے کے بعد معیشت سٹے بازی کے اثرات سے بھی محفوظ ہو جائے گی۔

د1۔اسلام نے یہ لازمی قرار دیا ہے کہ ریاست کی کرنسی کی بنیاد قیمتی دھات کی دولت کو ہونا چاہیے جس کے نتیجے میں افراط زر کی جڑ ہی کٹ جاتی ہے۔رسول اللہ ﷺ نے مسلمانوں کو حکم دیا کہ وہ سونے کے دینار ،جن کا وزن 4.25گرام اور چاندی کے درہم ،جن کا وزن 2.975گرام ہو، ریاست کی کرنسی کے طور پر استعمال کریں۔اس وجہ سے ہزار سال تک ریاست خلافت میں قیمتوں کو استحکام حاصل رہا۔آج خلافت تانبے اور زرمبادلہ کے ذخائر کو سونے اور چاندی کی خریداری کے لیے استعمال کرے گی اور بین الاقوامی تجارت کے نتیجے میں ملک میں آنے اور جانے والے سونے کی مقدار پر نظر رکھے گی اگرچہ مسلم دنیا اکثر معاملات میں خود کفیل ہے۔اس کے علاوہ بین الاقوامی تجارت میں سونے اور چاندی کا کرنسی کے طور پر دوبارہ اجرأ امریکہ کی عالمی تجارت میں بالادستی کا خاتمہ کردے گا کیونکہ اس وقت امریکہ دنیا کو بین الاقوامی تجارت کے لیے ڈالر کے استعمال پر مجبور کردیتا ہے۔
جیسا کہحزب التحریرنے ریاست خلافت کے دستور کی دفعہ166میں اعلان کیا ہے کہ’’ریاست اپنی ایک خاص کرنسی،آزادانہ طور پر جاری کرے گی اور اس کو کسی غیر ملکی کرنسی سے منسلک کرنا جائز نہیں‘‘۔اسی طرح دستور کی دفعہ167میں لکھا ہے کہ ’’ریاست کی نقدی (کرنسی) سونے اور چاندی کی ہوگی، خواہ اسے کرنسی کی شکل میں ڈھالا گیا ہو یا نہ ڈھالا گیا ہو۔ ریاست کے لیے سونے چاندی کے علاوہ کوئی نقدی جائز نہیں۔ تاہم ریاست کے لئے سونا چاندی کے بدل کے طور پر کوئی اورچیز جاری کرنا جائز ہے۔ بشرطیکہ ریاست کے خزانے میں اتنی مالیت کا سونا چاندی موجود ہو‘‘۔ ریاست خلافت کے دستور کی دفعہ 168کے مطابق’’اسلامی ریاست اور دوسری ریاستوں کی کرنسیوں کے مابین تبادلہ جائز ہے جیسا کہ اپنی کرنسی کا آپس میں تبادلہ جائز ہے‘‘۔
د2۔ریاست خلافت کا سٹیٹ بینک ایک مالیاتی ادارہ ہو گا جس کا کام حقیقی معیشت جیسے زراعت اور صنعتوں میں ترقی اور اضافے کے لیے مدد فراہم کرنا ہوگا۔ریاست خلافت کا سٹیٹ بینک کوئی خون چوسنے والا ادارہ نہیں ہو گا جو سود کے ذریعے معیشت سے خون نچوڑتا ہو جیسا کہ آج کے بینک کرتے ہیں یعنی مسلسل کرنسی کے پھیلاو کی ضرورت کو پیدا کرنا، کرنسی کی قیمت میں کمی اور اس کے نتیجے میں مہنگائی میں اضافہ۔ ریاست خلافت میں سٹیٹ بینک کا واحد مقصد قرضوں کے ذریعے مقامی زرعی اور صنعتی شعبے کو مدد فراہم کرنا اور ایک متحرک اور طاقتور معیشت کو قائم کرنا ہو گا۔
جیسا کہ حزب التحریرنے ریاست خلافت کے دستور کی دفعہ169میں اعلان کیا ہے کہ’’بینک کھولنے کی مکمل ممانعت ہو گی اور صرف اسٹیٹ بینک موجود ہوگا۔ کوئی سودی لین دین نہ ہو گا اور اسٹیٹ بینک بیت المال کے محکموں میں سے ایک محکمہ ہو گا‘‘۔
د3۔ اگر خلافت پاکستان میں قائم ہوتی ہے تومعیشت کو تباہ کرنے اور پھر مزید قرضوں کے حصول کے لیے بھیک مانگنے کی بجائے دنیا بھر میں مغربی استعماری سود پر مبنی قرضوں کے نتیجے میں ہونے والے ظلم کے خلاف عالمی رائے عامہ کو متحرک کرے گی۔یہی وہ ظلم پر مبنی نظام ہے جو کئی ممالک کو اپنے پیروں پر کھڑے ہونے سے روکتا ہے۔یہ نظام قرضوں کے ساتھ ایسی شرائط عائد کردیتا ہے جس کے نتیجے میں معیشت کا دم گھٹنا شروع ہو جاتا ہے یہاں تک کہ معیشت کی اصل قرض کی رقم سے بھی کئی گنا زائد سود دینے کے باوجود قرضے سے جان نہیں چھوٹتی۔ جیسا کہ حزب التحریرنے ریاست خلافت کے دستور کی دفعہ165میں اعلان کیا ہے کہ’’یہ ایک اٹل حقیقت ہے کہ یہ غیر ملکی سرمایہ ہی ہے جو اسلامی علاقوں میں کفار کے قدم جمانے اور ان کے اثرونفوذ کو مضبوط کرنے کا سبب رہا ہے اور کفار کو مسلمانوں کے علاقوں میں قدم جمانے کی اجازت یا سہولت دینا حرام ہے‘‘۔
نوٹ:خلافت کے قیام کے فوراً بعدکرنسی سے متعلق دفعات کو نافذ کیا جائے گا ۔ ان دفعات کے قرآن و سنت سے تفصیلی دلائل جاننے کے لیے حزب التحریرکی جانب سے جاری کیے گئے ریاستِ خلافت کے دستور کی دفعات 169,168,167,166,165سے رجوع کریں۔

ج)پالیسی :خلافت کو دنیا کے سامنے ایک معاشی ماڈل کے طور پر پیش کیا جائے گا
ج1۔حقیقی دولت کے ذریعے یعنی سونے اور چاندی کے ذریعے کرنسی کو مستحکم اور طاقتور کیا جائے گا تا کہ عمومی افراط زر کا ہمیشہ کے لیے خاتمہ ہو جس نے گھروں،صنعتوں اورزراعت کو مفلوج کردیا ہے۔
ج2۔نجی بینکوں کا سودی بینکاری کے کاروبار کاخاتمہ اور غیر سودی ریاست کا بینک قائم کیا جائے گا تا کہ ایک متحرک معیشت کے لیے زرعی اور صنعتی شعبوں کو مالیاتی مدد فراہم کی جائے۔
ج3۔عالمی سطح پر استعماری قرضوں کے خاتمے کے لیے کام کرنا تا کہ وسائل رکھنے کے باوجود قوموں کو بھکاری بنا دینے کے سلسلے کا خاتمہ ہوسکے۔
