Tillerson’s Speech on US Policy in Syria
Sweet on the Surface but Deceptive as the Cunning of the Fox
(Translated)

 US Secretary of State Rex Tillerson delivered a speech at Stanford University, California on 17/1/2018 devoted to explain US policy in Syria. The question of Syria did not come as a subject, but was the only subject in Tillerson’s speech. After reviewing the events in Syria in which he flipped the facts and mixed them with lies to absolve America of the blood of the Syrian people and portray them as a concerned friend, Tillerson summed up the objectives of American policy in Syria in: 1 – Fighting the main enemy of America, ISIS, along with al-Qaeda and prevent these organizations from posing a danger to America and its allies. 2. America will focus on “weakening” Iran’s influence in Syria and not enabling it to establish a crescent extending from Iran to the Mediterranean Sea. 3. For these reasons, US forces will not withdraw from northeastern Syria, but will enhance its military and diplomatic presence in Kurdish areas to ensure the stability of the situation and up until the implementation of the political solution based on Security Council Resolution 2254. 4. America will not allow international assistance for reconstruction in any area under the control of the Assad regime. 5. Conduct free and transparent elections under the sponsorship of the United Nations, including the participation of Syrian expatriates and all who were forced to flee the conflict, eventually leading to the departure of Assad and his family from power.

It is clear that the American decision to strengthen the military and diplomatic presence aims to impose a new reality that enables America to control the details of events in Syria, whether militarily, or to take the fight against terrorism as a pretext to stay in Syria. Tillerson, the brazen liar, has claimed that America will not repeat the mistake of Iraq in Syria when it withdrew its forces from it in 2011; this withdrawal paved the way for the emergence of the ISIS that later caused the tragedies that followed (as he claimed). Of course, he did not bother himself to explain how and why the Iraqi army leadership handed over northern Iraq with all the military and financial resources to ISIS in the summer of 2014.

His statement, as well as the decision to form a 30,000-strong Kurdish border force, it reveals that America has malicious goals and the intention to ignite successive crises so that it can formulate the region to achieve its interests and objectives. The continued presence of US forces in Afghanistan, which it occupied in the aggression in 2001, is the best witness to what we say. The counterterrorism pretext against al-Qaeda (yesterday) and ISIS (today) is a lie and fabrication to cover up the reality of the American intentions. In his speech he said: “The United States will maintain a military presence in Syria that focused on ensuring ISIS cannot re-emerge.” He added: “Our military mission in Syria will remain conditions-based.” meaning that these forces do not have a specific date for departure or certain standards in which the success of the mission is measured. When Senator Tom Udall asked State Department official David Satterfield, “How can this not turn into an endless war?” Satterfield’s answer was a deceptive mumble in vague terms.

Of course, the fox Tillerson had to conceal the poison in the honey, he tried to decorate his speech and shed the exposed crocodile tears when he claimed America’s concern for the civilians. That is the victims of the American agent, the butcher of Damascus. Tillerson has vowed that America will never allow the use of chemical weapons in Syria and that America will hold accountable those responsible… While he did not speak out regarding the victims of the barrels bombs and the missile bombardment that destroyed hospitals, mosques and houses on civilian heads, in Tillerson’s dictionary it seems that this is a kind of “merciful” killing, thus turning a blind eye to it.

We conclude by saying that after uncovering the truth of America’s criminality and showing that the butcher of Damascus is only a fraction of the many crimes of the real criminal, America. it is a shame that some opposition (revolutionary) leaders of the so-called Free Army are chasing after the mirage of the promised Trump’s paradise. Although Trump refused to meet them in Washington, and only allowed them to hold some meetings in Washington, at the same time the delegation of the negotiating body scramble from one capital to another to convince the concerned countries that the revolutionary forces are keen to secure the interests of those countries better than chemical Bashar. This is while other factions fight to achieve Erdogan’s goals in Afrin instead of directing their efforts against the butcher Damascus.

Everyone should realize that the shortest way to get rid of Bashar and his gang’s tyranny is by uniting the efforts to deliver a decisive blow that will destroy the regime in Damascus and nowhere else. This requires a united leadership that seeks Allah’s pleasure and disavows the support of the conspirators who conspired against Ash-Sham’s revolution. Otherwise the suffering of our people in Ash-Sham will last longer.

شام پر امریکی پالیسی کے حوالے سے ٹیلرسن کی تقریر بظاہر میٹھی لیکن چالاک لومڑی کی طرح دھوکے پرمبنی ہے

   امریکی سیکریٹری خارجہ ریکس ٹیلرسن نے 17 جنوری 2018 کو کیلیفورنیا کی اسٹین فورڈیونیورسٹی  میں ایک تقریر کی جس میں شام کے حوالے سے امریکی پالیسی بیان کی گئی۔ ٹیلرسن کی تقریرمیں شام کاضمنی طور پر ذکر نہیں تھا بلکہ تقریر کا موضوع ہی شام تھا۔  ٹیلرسن نے شام کے واقعات بیان کیے جس میں اس نے حقائق کو توڑ مروڑ کر پیش کیا اور جھوٹ کی آمیزش کی تا کہ یہ ظاہر ہو جیسے شام میں بہنے والے خون کی ذمہ داری امریکہ پر عائد نہیں ہوتی اور  یہ کہ وہ شام کے لوگوں کا دوست ہے۔  اِس کے بعد اُس نے شام کے حوالے سے امریکی پالیسی کے اہداف بیان کیے:1۔  امریکہ کے مرکزی دشمن داعش سمیت القائدہ سے لڑنا اور امریکہ اور اس کے اتحادیوں کو ان سے درپیش خطرات کی روک تھام ۔ 2۔ امریکہ شام میں ایران کے اثرورسوخ کو” کمزور” کرنے پر توجہ مرکوز کرے گا اور اُسے اِس بات کی اجازت نہیں دے گا کہ وہ اپنا اثرورسوخ ایران سے بحیرہ روم تک بڑھا لے۔ 3۔ ان وجوہات کی وجہ سے امریکہ اپنی افواج کا شمال مشرقی شام سے انخلاء نہیں کرے گا بلکہ کُرد علاقوں میں فوجی و سفارتی موجودگی میں اضافہ کرے گا تا کہ صورتحال کے استحکام کو یقینی بنایا جائے  اور جب تک سلامتی کونسل کی قرارداد 2254 کی بنیاد پر سیاسی حل لاگو نہیں ہوجاتا۔ 4۔  امریکہ شام کے کسی بھی علاقے میں، جو الاسد حکومت کے کنٹرول میں ہے ، تعمیر نو کی کسی بھی بین الاقوامی کوشش کی اجازت نہیں دے گا۔   5۔ اقوام متحدہ کے زیر انتظام صاف و شفاف انتخابات کرائے گا جس میں  بیرون ملک رہنے والے شامی  اور وہ مہاجرین بھی حصہ لیں گے جنہیں اپنے علاقے چھوڑنے پر مجبور کردیا گیا تھا، اور اس طرح اقتدار کی کرسی سے اسد اور اس کے خاندان کی رخصتی کا آغاز ہوجائے گا۔

یہ بات واضح ہے کہ فوجی و سفارتی موجودگی کو بڑھانے کے امریکی فیصلے کا مقصد ایک نئی حقیقت تخلیق کرنا ہے جو امریکہ کو اس قابل بنائے  کہ وہ شام  میں ہونے والے ایک ایک واقع کو کنڑول کرنے کے قابل ہو چاہے اس کا تعلق عسکریت سے ہو یا  دہشت گردی کے خلاف جنگ  کا بہانہ بنا کر شام میں قیام کو طول دینا ہو۔ ٹیلرسن ، جو کہ ایک جھوٹا  آدمی ہے، نے یہ دعوی کیا کہ شام میں عراق کی غلطیاں نہیں دہرائیں گے جب امریکہ نے اپنی فوجیں 2011 میں واپس بلائیں تھیں؛  اس انخلاء نے داعش کے ظہور کے لیے راہ  ہموار کی تھی جس کی وجہ سے بعد میں (اس کے دعوی کے مطابق)کئی سانحات پیش آئے ۔ یقیناً ٹیلرسن نے اس بات کی وضاحت پیش نہیں کی کہ کس طرح  عراقی آرمی کی قیادت نے  تمام فوجی و مالیاتی  وسائل کے ساتھ 2014 کے موسم گرما میں شمالی عراق داعش کے حوالے کردیا تھا۔ 

ٹیلرسن کا بیان اور یہ فیصلہ کہ 30 ہزار مضبوط کردسرحدی فورس بنائی جائے گی، اس بات کا مظہر ہے کہ امریکہ کے کئی سازشی اہداف ہیں اور وہ ایک کے بعدایک بحران پیدا کرتا ہے تا کہ اپنے اہداف اور مفادات کے حصول کے لیے خطے کو اپنی مرضی کے مطابق ڈھال سکے ۔ افغانستان میں امریکی افواج کی مسلسل موجودگی ،جس پر اس نے 2001 میں قبضہ کیا تھا،  اس بات کی بہترین مثال ہے جو ہم کہہ رہے ہیں۔  ماضی میں القائدہ اور آج داعش کے خلاف دہشت گردی کی جنگ ایک جھوٹ ہے اور  امریکی اغراض و مقاصد  کو چھپانے  کے لیے ہے۔ ٹیلرسن نے اپنی تقریر میں کہا کہ، ” امریکہ شام میں فوجی موجودگی کو برقرار رکھے گا جس کا مقصد اس بات کو یقینی بنانا ہے کہ داعش دوبارہ واپس نہ آسکے”۔ اس نے مزید کہا، “شام میں ہمارے فوجی مشن کی موجودگی کا دارومدار حالات پر ہے”، یعنی اس فوج کے انخلاء کی کوئی حتمی تاریخ  نہیں ہے  یا یہ کہ کوئی مخصوص پیمانہ نہیں ہے کہ جس کے تحت مشن کی کامیابی کا جائزہ لیا جاسکے۔  جب سینیٹر ٹام اوڈل نے دفتر خارجہ کے اہلکار ڈیوڈ اسٹار فیلڈ سے پوچھا، “کیسے یہ سب کچھ ایک نہ ختم ہونے والی جنگ میں تبدیل نہیں ہوگا؟” تو اسٹار فیلڈ نے اس سوال کا واضح جواب نہیں دیا۔

یقیناً لومڑ ٹیلرسن  امریکی زہر کو شہد  کی طرح میٹھی میٹھی باتیں کر کے چھپانے کی کوشش کررہا ہے۔ اس نے اپنی تقریر کو خوبصورت بنانے کی کوشش کی اور مگر مچھ کے آنسو بہائے جب اس نے شہریوں کے حوالے سے امریکہ کی پریشانی کا ذکر کیا جبکہ وہ امریکی ایجنٹ  دمشق کے قصائی بشار کے ظلم و ستم کا شکار ہیں۔ ٹیلرسن نے یہ دعوی کیا کہ امریکہ کبھی اس بات کی اجازت نہیں دے گا  کہ شام میں کیمیائی ہتھیار استعمال کیے جائیں اور جو ایسا کریں گے امریکہ ان کا احتساب کرے گا۔۔۔۔ ٹیلرسن نے بیرل بمبوں اور میزائل حملوں میں مرنے اور زخمی ہونے والوں اور اسپتالوں، مساجد اور گھروں کی تباہی کا ذکر نہیں کیا ، لگتا ہے کہ ٹیلرسن کی لغت میں اس قسم کی  قتل و غارت “رحم دلانہ” ہے  اور اسی لیے ان پراس نے  اپنی آنکھیں بند کررکھی ہیں۔ 

خلاصہ یہ ہے کہ یہ واضح ہوجانے کے بعد کہ امریکہ مجرم ہے اور دمشق کے قصائی کا اقتدار ،  اصل مجرم امریکہ کے کئی جرائم میں سے  صرف ایک  حصہ ہے، یہ بات باعث شرم ہے کہ نام نہاد فری آرمی کے کچھ انقلابی رہنما ٹرمپ کی جنت کے وعدے کے سیراب کے پیچھے بھاگ  رہے ہیں۔ اگرچہ  ٹرمپ نے ان سے واشنگٹن میں ملاقات سے انکار کردیا ہے اور انہیں صرف اس بات کی اجازت دی  کہ وہ اپنا  اجلاس واشنگٹن میں کرسکتے ہیں ۔ اس کے ساتھ ساتھ مذاکرات کرنے والے ایک دارالحکومت سے دوسرے دارالحکومت کے چکر لگا رہے ہیں اور شا م کے مسئلے سے جڑے ممالک کو یہ یقین دلا رہے ہیں کہ وہ ان ممالک کے مفادات کا تحفظ  بشار سے زیادہ بہتر طریقے سے کریں گے۔  اور اسی دوران حزب اختلاف کے گروہ افرین میں اردوان کے اہداف کے لیے لڑ رہے ہیں جبکہ ان کی مکمل توجہ دمشق کے قصائی سے لڑنے پر ہونی چاہیے۔ 

ہرایک کو یہ بات سمجھنی چاہیے کہ بشار اور اس کے غنڈوں کے جبر سے جان چھڑوانے کا سب سے مختصر راستہ یہ ہے کہ سب مل کر  کہیں اور نہیں بلکہ صرف دمشق  میں ایک فیصلہ کُن وار کریں جو اس کی حکومت کو تباہ کردے۔  اس کام کو کرنے کے لیے ایک ایسی قیادت چاہیے جو صرف اللہ سبحانہ و تعالیٰ کی خوشنودی کے لیے کام کرتی ہو اور سازشیوں کی حمایت کو مسترد کرتی ہو  جنہوں نے شام کے انقلاب کے خلاف سازشیں کیں ۔ ورنہ شام کے لوگوں کی مشکلات اور مصائب  کا سلسلہ یوں ہی چلتا رہے گا۔
