The Khilafah will Ensure Health is a Right for All Citizens

Hizb ut-Tahrir / Wilayah Pakistan has issued a Publicized Policy Position (PPP) regarding ensuring health is a right and not a luxury, for all citizens of the soon to arrive Khilafah, regardless of religion, school of thought, gender or race.

The state of Pakistan’s health care is appalling with widespread, preventable life-threatening disease, inadequate patient health education, poor unaudited treatment protocols that are not based on medical evidence, lack of an integrated health system with primary, secondary and tertiary facilities, poor local clinical training and the absence of strong, original medical research strongly linked to local disease and health requirements. Currently, the private sector accounts for approximately 80% of all outpatient visits. Domination by the private sector has converted health care from a service into a business and health care into a luxury, not a right. Increasing costs of private doctors’ fees, medicines and diagnostic tests have made affordable treatment difficult for most people in Pakistan.

This awful state of affairs reflects attributes of the model for Pakistan’s current rulers, the foremost exponent of Democracy, the US. In the US too, Democracy has converted patients into customers and health into a luxury. Democracy has privatized health care and drug research to benefit a small elite, who now profiteer from the misery of millions. By privatization, both medical drugs and medical care is now unaffordable for most of the world and even for many within the Western world.

This pitiful situation in the world is a far cry from the time of the Khilafah, where the state supported a strong predominately public health sector, in accordance with the commands of RasulAllah (saw). Medical care is a right of the citizens upon the Khilafah state regardless of race, school of thought or gender. Health and medical care are from the obligations of the State such that they must be readily available for the citizens, from the angle of clinics and hospitals, and public utilities used for treatment by the Muslims.

The Khilafah will provide free health care for all, but it will not prevent the use of private medical care or the sale of medicine.

And to fund this explosion in health care, the Khilafah will restructure revenue generation according to the Shariah rules to accelerate educational progress. It will generate huge revenues from public properties such as energy and state enterprises such as large scale construction and manufacture of machinery. It will establish Kharaaj on agriculture and end the oppressive income and sales tax that has strangled economic activity.

حزب التحریر نے خلافت کی صحت پالیسی کا اعلان کردیا

خلافت صحت کی سہولیات کی دستیابی کو تمام شہریوں کا حق قرار دے گی

حزب التحریر ولایہ پاکستان نےخلافت کے شہریوں کی صحت کو یقینی بنانے کے حوالے سے پالیسی دستاویزجاری کی ہے۔یہ پالیسی اس بات کو یقینی بنائے گی کہ صحت کی سہولیات کی دستیابی معاشرے کی ایک بنیادی ضرورت اورحق ہے اور آنے والی خلافت میں بلا امتیازِ رنگ، نسل، جنس اور مذہب ،یہ حق تمام شہریوں کو حاصل ہوگا۔

پاکستان کی صحت عامہ کی صورتحال انتہائی پریشان کن ہے ۔ قابل علاج مگر خطرناک بیماریاں عام ہیں، مریضوں کی صحت کے حوالے سے تعلیم کی کمی، ناقص طریقہ علاج جو صحت کے اصولوں سے متصادم ہے، صحت عامہ کا کوئی جامع نظام نہ ہونا، ناقص بنیادی کلینیکل تربیت اور بنیادی طبی تحقیق کی غیر موجودگی جو مقامی بیماریوں اور صحت کی ضروریات کی بنیاد پر کی جارہی ہو۔ اس وقت نجی شعبہ 80فیصد بیرونی مریضوں (outpatient) کی دیکھ بحال کرتا ہے۔ صحتِ عامہ کی سہولیات کی فراہمی میں نجی شعبہ کے غلبے نے اِن سہولیات کی فراہمی کوخدمت کی جگہ کاروبار اور بنیادی حق کی بجائے آسائش بنا دیا ہے۔ مسلسل بڑھتی ہوئی نجی ڈاکٹر وںکی فیس، ادوایات اور میڈیکل ٹیسٹ کی قیمتوں نے پاکستان کے عوام کی اکثریت کے لیے ایک آسان اور سستا علاج انتہائی مشکل بنا دیا ہے۔

یہ افسوسناک صورتحال جمہوریت کے سب سے بڑے دعویدار ، اور ہمارے حکمرانوں کے آئیڈل ماڈل ، امریکہ کے نطام سے منسوب ہے۔ امریکہ میں جمہوریت نے مریضوں کو گاہک اور صحت کی سہولت کو ایک آسائش بنا دیا ہے۔ جمہوریت نے صحت عامہ کے شعبے اور ادویات میں تحقیق کو ایک چھوٹے سے اشرافیہ کے طبقے کو فائدہ پہنچانے کے لیے نجی شعبے کے حوالے کردیا ہےاور یوں یہ اقلیتی طبقہ کروڑوں لوگوں کی پریشانیوں سے فائدہ اٹھاتا ہے۔ نجکاری کی بدولت طبی ادویات اور صحت کی سہولیات نہ صرف دنیا کے بیشتر لوگوں کے لئے بلکہ مغربی دنیاکے کئی لوگوں کے لیے بھی ایک ناقابل حصول شے بن چکی ہیں۔

یہ تکلیف دہ صورتحال خلافت کے دور سے کوسوں دور ہے۔ خلافت میں ریاست رسول اللہ ﷺ کے احکامات کی بنیاد پر ایک مضبوط صحت عامہ کے شعبے کو چلاتی تھی۔ رنگ ،نسل، جنس یا مذہب سے قطع نظر ریاست کے تمام شہریوں کو صحت کی سہولیات کی فراہمی ریاست خلافت پر فرض ہے۔ رعایاکے لیے صحت اور علاج معالجے کی ضروریات کو فراہم کرنا بھی ریاست کے فرائض میں شامل ہے۔ ڈسپنسریاںاورہسپتال وہ سہولیات ہیں جن سے مسلمان ادویات اور علاج معالجے کے سلسلے میں فائدہ اُٹھاتے ہیں ۔

ریاست اپنے عام شہریوں کو ہر قسم کی طبی سہولتیں مفت فراہم کرے گی۔ تاہم ڈاکٹروں کو فیس پر بلوانے یا ادویات کی خرید و فروخت پر پابندی نہیں لگائے گی۔

صحت عامہ کی اس قدر عظیم ذمہ داریوں کو پورا کرنے کے لیے درکار مالیاتی وسائل کو حاصل کرنے کے لیے ریاست خلافت محاصل کے نظام میں شریعت کے مطابق تبدیلیاں لائے گی اور تعلیمی ترقی کی رفتار کو بھی بڑھائے گی۔ خلافت عوامی اثاثوں جیسے توانائی کے وسائل اور ریاستی اداروں جیسا کہ تعمیراتی کمپنیوں اور بھاری صنعتوں سے وسیع مالیاتی وسائل حاصل کرے گی۔ خلافت زراعت پر خراج نافذ کرے گی اور ظالمانہ انکم ٹیکس اور جنرل سیلز ٹیکس کا خاتمہ کرے گی جنھوں نے معاشی سرگرمیوں کو مفلوج کر کے رکھ دیا ہے۔
