Democracy’s Days Are Numbered in Pakistan
On Sunday 11th May 2014, opposition parties held demonstrations, gatherings and rallies across major cities in Pakistan, including the capital, Islamabad. They demanded that the people responsible for rigging the election results of 11th May 2013 should be prosecuted, a new election commission established, with electoral reforms and the formation of an impartial caretaker government, whenever the next elections take place. The same day, government representatives declared these demonstrations and gatherings as a conspiracy to derail Democracy.
Like the rest of the Muslim World, the Muslims of Pakistan know now that Democracy is not the solution for their problems, rather it is the root cause of their problems. Rulers and opposition parties alike call for change or reform of the system, in an attempt to reflect the emotions of the people. However, both of them strongly believe in Democracy and present the dream of “Real Democracy” to the people, in an attempt to persuade them that the problem is not with Democracy itself, but with a certain competing party that is in power. However, Democracy can never bring positive change in the lives of the great majority of people. It only changes the lives and fortunes of a small minority, comprising of the ruling elite and their close associates. They employ the power of legislation to put the burden of taxes on the people, pushing them into the darkness of poverty, whilst filling their own foreign bank accounts and building palaces. And what of India, which prides herself as the world’s largest democracy, and whose example has been given to the people of Pakistan by the supporters of Democracy? If India’s continuous, uninterrupted democracy for the last 67 years cannot even provide toilets to 600 million of its citizens, then what can democracy offer the people of Pakistan?
For the last 67 years a game of democracy and dictatorship has been going on, where every regime implements the capitalist system, safeguards American interests and exploits the people. The US Ambassador to Pakistan said truthfully in 2013 that “Democracy is our horse in Pakistan”. That is why the people of Pakistan have rejected both democracy and dictatorship. If some people participated on 11th May 2013 election, it was not because of their love for Democracy or belief in it. In fact, voting was inspired by a fear that democracy would bring something worse than what is has unleashed so far into our abode. This is the worth of democracy in Pakistan! A supporting proof of this fact is the Pew Research Center’s survey on 30th April 2013 entitled “The Worlds Muslims: Religion, Politics and Society”. Survey findings regarding Pakistan says, “Only 29% said that democracy is better able to solve their countries problems, whilst support for making Sharia the official law of the land stood at 84%”.
The overwhelming majority of the people of Pakistan want change based on Islam. They want to see Pakistan as an Islamic state and the Muslim Ummah as one unified power, whose people, armed forces and resources are gathered together as one hand. The people’s aspirations can only be fulfilled when the armed forces end support for both Democracy and dictatorship. In order to fulfill the Islamic obligation of the establishment of Khilafah, they must provide Nussrah to Hizb ut-Tahrir. And Hizb ut-Tahrir asks the sincere politicians amongst the political parties to work for the establishment of Khilafah, instead of deceiving the people with the false dream of Democracy. Without doubt, no Khilafah means no change.

خلافت نہیں تو کوئی تبدیلی نہیں
پاکستان میں جمہوریت کے دن گنے جاچکے ہیں
حزب اختلاف کی جماعتوں نے اتوار 11مئی 2014 کو اسلام آباد سمیت ملک بھر میں مظاہرے، جلسے اور ریلیاںمنعقد کیں اور 11 مئی 2013 کو ہونے والے انتخابات میں دھاندلی کرنے والوں کو سزا دینے، نئے الیکشن کمیشن کے قیام، نئی انتخابی اصلاحات اور مستقبل میں ہونے والے انتخابات غیر جانبدار نگراں حکومتوں کے تحت کرانے کا مطالبہ کیا۔ اُسی دن حکومتی نمائندوں نے ان مظاہروں اور اجتماعات کو جمہوریت کو پٹری سے اتارنے کی سازش قرار دیا۔
مسلم دنیا کے دیگر ممالک کی طرح پاکستان کے مسلمان بھی یہ جان چکے ہیں کہ جمہوریت ان کے مسائل کا حل نہیں بلکہ ان کے مسائل کی جڑ ہے۔ حکمران اور اپوزیشن جماعتیں عوامی احساسات کی ترجمانی کرنے کے لیے نظام کی خاتمے یا تبدیلی کے نعرے لگاتی ہیں لیکن دونوں ہی جمہوریت پر ایمان رکھتیں ہیں اور عوام کو حقیقی جمہوریت کا خواب دِکھاتی ہیں جیسے مسئلہ جمہوری نظام نہیں بلکہ صرف کرپٹ حکمران ہیں۔ جمہوریت عوام کی عظیم اکثریت کی زندگیوں میں کوئی تبدیلی نہیں لاتی مگر چند فیصد حکمران اور ان کے حواریوں کی زندگی ضرور تبدیل کردیتی ہے جو قانون سازی کے اختیار کو استعمال کرکے عوام پر ٹیکسوں کا بوجھ ڈال کر انہیں غربت کے اندھیروں میں دھکیلنے اور اپنی تجوریوں کو بھرنے کے لیے استعمال کرتے ہیں۔ بھارت جسے دنیا کی سب سے بڑی جمہوریت ہونے کا گھمنڈ ہے اور جس کی مثال پاکستان کے عوام کو بھی دی جاتی ہے، اگر وہاں مسلسل 67 سال کی جمہوریت 60 کروڑ افراد کو بیت الخلاء کی سہولت بھی فراہم کرنے سے قاصر ہے تو پاکستان میں جمہوریت عوام کی زندگیوں میں کیا تبدیلی لاسکتی ہے؟
67 سال سے پاکستان میں جمہوریت و آمریت کا کھیل کھیلا جارہا ہے جو صرف اور صرف سرمایہ دارانہ نظام کو نافذ، امریکی مفادات کا تحفظ اور عوام کا استحصال کرتی ہیں۔ پاکستان میں امریکی سفیر نے انتخابات کے دنوں میں ایک بات صحیح کہی تھی کہ “جمہوریت پاکستان میں امریکی گھوڑا ہے”۔ اسی لیے پاکستان کے عوام جمہوریت اور آمریت دونوں کو ہی مسترد کر چکے ہیں اور 11 مئی 2013 کے انتخابات میں اگر لوگوں نے ووٹ ڈالے بھی تھے تو وہ لوگوں نے جمہوریت کی محبت میں نہیں بلکہ اس خوف سے ڈالے تھے کہ کہیں دو ڈاکوؤں میں سے بڑا ڈاکو برسراقتدار نہ آجائے۔ یہ ہے پاکستان میں جمہوریت کی وقعت۔ اس بات کا ثبوت پیو سینٹر آف ریسرچ کی 30 اپریل 2013 کو شائع ہونے والی رپورٹ “دنیا کے مسلمان: مذہب، سیاست اور معاشرے” ہے۔ اس رپورٹ میں پاکستان کے حوالے سے کہا گیا ہے کہ “صرف 29فیصد نے جمہوریت کو ملکی مسائل کو حل کرنے کے قابل قرار دیا جبکہ 84 فیصد نے کہا کہ اسلامی شریعت کو ملکی قانون کا درجہ حاصل ہونا چاہیے”۔
عوام کی عظیم اکثریت اسلام کی بنیاد پر تبدیلی چاہتی ہے۔ وہ پاکستان کو ایک اسلامی ریاست اور مسلم دنیا کو ایک وحدت کی شکل میں دیکھنا چاہتے ہیں جس کے عوام، افواج اور وسائل ایک مکُے کی صورت میں یکجا ہوں۔ عوام کی اس خواہش کی تکمیل اسی صورت میں ہوسکتی ہے جب افواج اپنی طاقت جمہوریت اور آمریت کو تقویت پہنچانے کے لیے استعمال نہ کریں بلکہ جمہوریت و آمریت دونوں کو اپنی حمائت سے محروم کردیں اور اپنے اسلامی فریضے کی ادائیگی یعنی خلافت کے قیام کے لیے حزب التحریر کو نصرۃ فراہم کریں۔ حزب التحریر سیاسی جماعتوں میں موجود مخلص سیاست دانوں سے بھی یہ مطالبہ کرتی ہے کہ عوام کو جمہوریت اورآمریت کے ذریعے ان کی زندگیوں میں حقیقی تبدیلی لانے کے گمراہ کن خواب دِکھانا چھوڑ کر خلافت کے قیام کو اپنی زندگی کا مقصد بنا لیں۔ اس میں کوئی شک نہیں کہ خلافت نہیں تو کوئی تبدیلی نہیں۔

Hizb ut-Tahrir announce with pleasure the launching of the Urdu translation of its book “The Economic System in Islam.” Hizb ut-Tahrir first produced this book in the language of Islam, Arabic, and it is now in its Sixth Edition, Seventh Print 1425/1428 A.H (2004/2008 CE). And now it is available in the Urdu language, the language of more than 500 million Muslims, Alhamdulilah.
