Establishment of Khilafah will change the world order
After the announcement of Khilafah by ISIS in Iraq, Muslims around the world are in dilemma whether Khilafah state actually has been established or this announcement is just rhetoric. Muslims must know that any group which has to announce the Khilafah in a place is obligated to follow the Methodology of the Prophet (saw) in it, and from it is that this group should have the obvious visible authority on the place, where it can maintain security internally and externally, and that this place should have what constitutes a state where the Khilafah is announced….This is what the Prophet (saw) performed when he established the Islamic State in Madina Al-Munawarra: the authority was with the Prophet (saw) and the internal and external security was with Muslims and they had what constitutes a state in the surrounding area.
The group that has announced the Caliphate has neither authority, in either Syria or Iraq, nor does it has the capability to maintain peace and security internally or externally, they have given allegiance to a Khalifah who cannot even publicly declare himself, rather his situation has remained secretive, similar to the situation that was before the state was announced and this is contradictory to what the Prophet (saw) did. The Pophet (saw) was permitted to hide in the Thawr Cave before the state was formed, but after the state was formed, he took care of the affairs of the people, led the armies, judged in disputes and sent messengers to others and accepted them from others publicly, thus his situation before and after the state was different. This is why the announcement of the group about the state is mere rhetoric and has no weight in it.
The Khilafah is a state of magnificence, and the Shariah has stipulated the methodology to establish it and the manner in how the rules would be extracted for ruling, politics, economics and international relations….and it will not be a mere announcement in name only, which is broadcast on the websites or print and televised media, rather it will be an event that will shake the whole world, and its roots will be strong and established on the ground, its authority will maintain peace and security internally and externally on that land and it will implement Islam within it and will carry Islam to the world through Dawa and Jihad.
It is very unfortunate that this announcement will create negative consequences with regard to the idea of Khilafah among the simple minded people. An announcement without any real substance will erode the significance of Khilafah in the hearts of simple people and it will remain no more than a beautiful word, uttered with pride but devoid of any substance. At this time as the establishment of the Khilafah comes closer than ever before and the Muslims are waiting for it eagerly, and they are seeing Hizb ut-Tahrir progressing in the path of the Prophet (saw) in how he established the state in Madina al Munawarra… this announcement was made, for the purpose of giving a picture of the Khilafah as if it were a police state in the minds of the simple minded people…
So every Muslim group must work for the establishment of Khilafah in order to fulfill the command of its establishment by following the method of Prophet (s.a.w). And it can only be established by following the methodology of Prophet (s.a.w).

خلافت قائم ہوتی تو دنیا کی صورتحال میں ایک بھونچال آ جاتا
عراق میں ISIS کی جانب سے دنیا بھر بشمول پاکستان کے مسلمانوں میں ایک بحث شروع ہو گئی جو خلافت کے قیام کا بے چینی سے انتظار کررہے ہیں۔ امیر حزب التحریر، مشہور فقیہ اور سیاست دان، شیخ عطا بن خلیل ابو الرَشتہ نے اس معاملے کی حقیقت کی وضاحت بیان کی ہے کہ ” کسی بھی گروہ کے لئے، جس نے کسی جگہ خلافت کے قیام کا اعلان کرنا ہے، یہ ضروری ہے کہ وہ اس معاملے میں رسول اللہﷺ کے طریقہ کار کی پیروی کرے، اوراس منہج کے مطابق اس گروہ کے لئے اس جگہ پر واضح نظر آنے والا اختیار ہونا ضروری ہے تاکہ وہ اس جگہ پر اندرونی اور بیرونی سلامتی کو برقرار رکھ سکے اور جس جگہ خلافت کا اعلان کیا جا رہا ہو اس جگہ میں وہ تمام خصوصیات ہونا ضروری ہیں جو کسی بھی ایک ریاست میں موجود ہوتی ہیں ۔۔۔ جب رسول اللہﷺ نے مدینہ میں اسلامی ریاست قائم کی تو انہوں نے مندرجہ ذیل صلاحیتیں حاصل کیں: اتھارٹی رسول اللہ ﷺ کے پاس تھی اور اندرونی و بیرونی سلامتی مسلمانوں کے ہاتھ میں تھی اور جو کچھ ایک ریاست میں ہونا چاہیے وہ مدینہ اور اس کے آس پاس کے علاقے میں موجود تھا”۔
انہو ں نے مزید وضاحت کرتے ہوئے کہا کہ “جس گروہ نے خلافت کے قیام کا اعلان کیا ہے نہ تو اس کے پاس اتھارٹی ہے، چاہے عراق ہو یا شام اور نہ ہی ان کے پاس یہ صلاحیت ہے کہ وہ اندرونی و بیرونی سلامتی کو برقرار رکھ سکیں۔ انہوں نے ایک ایسے شخص کو بیعت دی ہے جو کھل کر عوام کے سامنے بھی نہیں آ سکتا بلکہ اس کی صورت حال اب بھی خفیہ ہے جیسا کہ ریاست کے قیام کے اعلان سے قبل تھی اور یہ عمل رسول اللہ ﷺ کے عمل سے متناقض ہے۔ رسول اللہﷺ کو ریاست کے قیام سے قبل غار ثور میں چھپنے کی اجازت تھی لیکن ریاست کے قیام کے بعد انہوں نے لوگوں کے امور کی دیکھ بھال سنبھال لی ، افواج کی قیادت کی، مقدمات میں فیصلے سنائے اپنے سفیر بھیجے اور دوسروں کے سفیر قبول کیے اور یہ سب کھلے عام، عوام کے سامنے تھا، لہٰذا رسول اللہ ﷺ کی صورتحال ریاست کے قیام سے قبل اور بعد میں بالکل مختلف تھی۔۔۔ ا سی لیے اس گروہ کی جانب سے ریاست کے قیام کا اعلان محض ایک جذباتی نعرہ ہے جس میں کوئی وزن نہیں ہے۔ یہ بالکل ویسے ہی ہے جیسا کہ اس سے قبل بھی لوگ محض اپنی تسکین کے لئے بغیر کسی جواز اور وزن کے ریاست کے قیام کا اعلان کرچکے ہیں “۔
امیر حزب التحریر نے خلافت کی حقیقت کو بیان کرتے ہوئے کہا کہ “ریاست خلافت کی ایک شان و شوکت ہے، اور شریعت نے اس کے قیام کا ایک منہج بتایا ہے اور وہ طریقہ بھی بتایا ہے کہ کس طرح حکمرانی، سیاست، معیشت اور بین الاقوامی تعلقات کے احکامات اخذ کیے جاتے ہیں۔۔۔اور خلافت کے قیام کا اعلان محض نام کا اعلان نہیں ہوگا جس کو ویب سائٹ یا پرنٹ اور الیکٹرونک میڈیا پر جاری کردیا جائے بلکہ وہ ایک ایسا واقعہ ہوگا جو پوری دنیا کو ہلا کر رکھ دے گا اور اس کی بنیادیں مضبوط اور زمین میں پیوست ہوں گی، اس کا اختیار اس جگہ پر اندرونی و بیرونی امن و سلامتی کو قائم اور برقرار رکھے گا اور وہ اس سرزمین پر اسلام کو نافذ کرے گی اور دعوت و جہاد کے ذریعے اسلام کے پیغام کو پوری دنیا تک لے کر جائے گی”۔
انہوں نے امت کو امید کی نوید سناتے ہوئے کہا کہ “خلافت رسول اللہ ﷺ کے طریقہ کار کے مطابق ہی قائم ہو گی جیسا کہ رسول اللہﷺ نے فرمایا تھا اور جو اس کو قائم کریں گے وہ ویسے ہی ہوں گے جنہوں نے پہلی خلافت راشدہ قائم کی تھی۔ امت ان سے محبت کرے گی اور وہ امت سے محبت کریں گے، امت ان کے لیے دعا کرے گی اور وہ امت کے لیے دعا کریں گے، امت ان سے مل کر خوش ہو گی اور وہ امت سے مل کر خوش ہوں گے نہ کہ امت اپنے درمیان ان کے وجود کو نفرت کی نگاہ سے دیکھے گی۔۔۔ایسے ہوں گے وہ لوگ جو رسول اللہﷺ کے طریقہ کار کے مطابق آنے والی خلافت کو قائم کریں گے۔ اللہ یہ سعادت انہی کو دے گا جو اس کے حق دار ہوں گے اور ہم اللہ سے دعا کرتے ہیں کہ ہم ان لوگوں میں سے ہوں اور ہم اللہ سے دعا کرتے ہیں کہ وہ ہمیں اس کو قائم کرنے کی قوت عطا فرمائے، ﴿فَاسْتَبْشِرُوا بِبَيْعِكُمُ الَّذِي بَايَعْتُمْ بِهِ﴾ “تو تم لوگ اپنی اس بیع پر جس کا تم نے معاملہ ٹھرایا ہے خوشی مناؤ” (التوبۃ: 111 )۔

Masjid al-Aqsa Calls the Mightiest Muslim Army
O Pak Army! Liberate and Cleanse Me from the Filth of Jewish Occupation
Hizb ut-Tahrir in Palestine has organized a huge rally in Masjid ul-Aqsa upon the occasion of the anniversary of the abolition of the Khilafah. It reminded the Ummah in general, and her armies in particular, of their duty to liberate Masjid ul-Aqsa and all of Palestine from the filth of the Jewish occupation.
The warm call on behalf of Masjid ul-Aqsa, included a call to the largest and most powerful army of the Muslim World, the Pakistan Army. The call stated that, “Have not your souls longed for Al-Aqsa, have not your foreheads yearned to prostrate on the soils of Al-Aqsa, have not your hearts craved to meet Al-Aqsa? Have not you yearned for the station of Israa’ of RasulAllah (saw), have you not deliberated with yourselves to become martyrs on the soil of the blessed land for your blood to mix with the blood of the noble Companions? Al-Aqsa is calling out to you, where is Al-Farouq Omar, where is Salahuddin… Where is the Khilafah of the Muslims, do you belittle the fact that the station of Israa’ of RasulAllah (saw) is desecrated by the Jews and their filth? This is the call of Al-Aqsa to you on the anniversary of the destruction of the Khilafah, Establish the Khilafah and liberate me, establish the Khilafah and rescue me…”.
And the call from Musjid-e-Aqsa further stated that, “O Army of Pakistan … America utilizes you to kill your brothers… America is seeking to destroy you… America is your enemy, so free yourselves of subordination to it… discard the agents from amongst you… Unify the word of Muslims, and restore cohesion amongst yourselves. You, Afghanistan and the Muslims in the Indian Subcontinent, the Fergana Valley and the Caucasus are one Ummah and are able to support Islam and establish the Deen … So Hizb ut-Tahrir calls you that you establish the Khilafah and proceed with your crushing armies to Bait-ul-Maqdis. You are worthy of attaining the honor of liberating it.”

حزب التحریر نے فلسطین میں سقوط خلافت کی برسی کے موقع پر مسجد الاقصٰی میں ایک بہت بڑی ریلی منعقد کی۔ اس ریلی نے مسلمانوں کو عموماً اور ان کی افواج کو خصوصاً مسجد الاقصٰی اورپورے فلسطین کو یہود کے ناپاک قبضے سے نجات دلانے کی ذمہ داری کی یاد دہانی کرائی۔
مسجد الاقصٰی کی جانب سے دی جانے والی اس پُرزور پکار میں مسلم دنیا کی سب سے بڑی اور طاقتور فوج یعنی افواج پاکستان کو بھی پکارا گیا ہے۔اس پُرزور پکار میں کہا گیا ہے کہ “ کیا تمہارے اندر الاقصٰی سے والہانہ محبت نہیں،کیا تمہارے دل الاقصٰی میں سجدے کے شوق سے لبریز نہیں، کیا تمہارے دلوں میں الاقصٰی سے ملاقات کی تڑپ نہیں رہی ہے ؟ کیا تم رسول اللہ ﷺ کے اسراء کے مقام کے دیوانے نہیں ہو ، کیا تم اس مبارک سرزمین پر شہادت کے آرزومند نہیں ہو جہاں تمہارا خون صحابہ کرام رضوان اللہ علیہم کے مبارک لہو سے یکجا ہو ؟ الاقصٰی تم سے یہ سوال کر رہی ہے ، عمر فاروق رضی اللہ عنہ کہاں ہے ۔۔۔ صلاح الدین کہاں ہے۔۔۔ مسلمانوں کا خلیفہ کہاں ہے ، کیا رسول اللہ ﷺ کا مقام اسراء تمہارے نزدیک ایسی بے وقعت ہے کہ تمہاری آنکھوں کے سامنے یہود اپنی نجاست سے اس کو روندتے رہیں ؟ یہ خلافت کے انہدام کی یاد میں تمہاری طرف الاقصٰی کی منادی ہے،خلافت کو قائم کرو اور مجھے آزاد کراؤ ،خلافت کو قائم کرو اور مجھے بچاؤ۔۔۔“۔
مسجد الاقصٰی کی جانب سے اس پُرزور پکار میں مزید کہا گیا ہے کہ “ اے افواج پاکستان ۔۔۔ امریکہ تمہیں اپنے ہی بھائیوں کو قتل کرنے پر لگارہا ہے۔۔۔ امریکہ تمہیں تباہ کرنے کے درپے ہے۔۔۔ امریکہ ہی تمہارا دشمن ہے،اس کی غلامی سے اپنے آپ کو نکالو۔۔۔ اپنے درمیان موجود ایجنٹوں کو اٹھا کر باہر پھینک دو۔۔۔مسلمانوں کو یکجا کرو،اپنے جسم کے ٹکڑوں کو دوبارہ جوڑدو۔ تم، افغانستان ، ہند کے مسلمان ،وادی فرغانہ اور قفقاز ایک ہی امت ہو اور تم اسلام کی مدد اور اقامت دین پر قادر ہو۔۔۔ لہٰذا حزب التحریر کی تمہیں پکارتی ہے کہ خلافت کو قائم کرو اور پنی بہادر افواج کو بیت المقدس کی طرف گامزن کردو اور تم یہ شرف حاصل کرنے کے اہل ہو“۔
